3.1

These were agreed and duly signed by the Chairman, with three minor amendments:

Item 14.1 Line 4 – change “alternate” to “alternative”

Item 14.1 Second paragraph – insert the word “large” before “commemorative”

Budget Attachment – Final Page Notes and Assumptions – Change Jubilee Trees Figure from £4500 to £450.

Minutes of the Extraordinary Meeting held on January 8th 2002

 

 

4.1

These were agreed and duly signed by the Chairman, with one minor amendment:

Councillors Training Courses (D411)

 

 

5.1.1

The Chairman will attend the “Toolkits for Councillors” course on February 2nd at Brockington at 9:30 a.m.

Cllr Jean Foley will attend the “Step by Step Guide to Parish Plans” course on February 23rd at Brockington at 9:30 a.m. The Clerk to make the bookings at a total cost of £50.00 for both courses.

Cllrs John Foley and Ken Downham will attend the open meeting on the new Model Code of Conduct on February 21st at Brockington at 7:30 p.m. No booking needed.

5.3

The Clerk read Stagecoach’s reply (D421) to his letter about failure to let off a parishioner at the Roadmaker stop. Council welcomed the reply and asked the Clerk to write an appropriate letter of thanks.

Gorsley Chapel Festival

 

 

6.1

The Clerk reported that he had provisionally arranged a meeting with the Minister, John Lewis for Friday a.m., January 18th. The Chairman said that he would also attend. (Clerk’s Note: Subsequently the meeting was confirmed for 9:00 a.m. on that day).

Meeting with Jim Smith of Highways

 

 

7.1

This has been arranged for Tuesday February 5th at 2:00 p.m., in front of the Alma Inn, to discuss Pithouse Lane amongst other issues. Cllrs Jim Stewart, Jean and John Foley and the Clerk will attend.

Roadmaker Inn

 

 

8.1

The Clerk read his letter to Louise Hill, which had expressed Council’s dismay with the delays in enforcing planning decisions and her reply, which at last confirmed that the chimney is unacceptable in its present location and that both Enforcement and Environment departments were collaborating. If there was no satisfactory response from the landlord, Court proceedings would be re-opened at the end of January. Parishioner Sue Matthews said that, subsequently, Louise Hill has telephoned her to say that there has been no response from the landlord and so a new court hearing has been set for January 29th. Council will maintain its pressure on all parties.

9.1

The Clerk has written, inviting Mr Evans to attend a Council meeting.

Accounts, Treasurer’s Report and Authorisation of Payment of Accounts

 

 

10.1

Cllr Jim Stewart confirmed that the internal audit is in progress and that a report will be made to the regular February meeting.

 

 

10.2

The Clerk tabled accounts to date and explained that, thanks to the help he has received from Cllr Stewart, the balance sheet now balances. Council noted that there is now a pre-payments and accruals column and that whilst income is above budget, expenditure is below. The Clerk was asked, for those Councillors who were not at the meeting, to attach a copy of the accounts to their copy of these minutes.

The Chairman explained that, as he is treasurer of Gorsley Village Hall, he would not vote.

Proposed by Cllr Phil Page, Seconded by Cllr Gordon Martin and approved unanimously, IT WAS AGREED to pay these accounts and the cheques were duly signed.

Parish Projects – Jubilee Tree Plaque

 

 

12.1

The Clerk said that he had only just received the additional contact names and so will attend to this matter by the time of the next regular meeting.

Quality Council – Parish Plan

 

 

13.1

Council was content with the draft Grant Application tabled by the Chairman and the Clerk was asked to proceed with the formal application.

13.2

The Clerk reported that only Cllr Richard Smith had responded to the call for contributions to the schedule of consultation names. Cllr Jim Stewart said that he had sent a list early in 2001 and that he would send another copy. (Clerk’s Note: Having checked, that list was sent on March 13th and had already been included in the contact database. What is needed are new, additional, names and contact details).

13.3

It was decided to hold another Extraordinary Meeting on January 29th in Gorsley Village Hall at 7:30 p.m. with an agenda which included:

  • A List of Potential Questions
  • The List of Consultees
  • Procedure for and Personnel to conduct the Consultations

Chairman’s Announcements

 

 

14.1

A draft annual report will be sent out with the agenda for the February regular meeting, for consideration at that meeting.

14.2

Flicks in the Sticks is supported by grants for which they have to re-apply each year. Council decided that it supports this venture for the good of the Parish. The Clerk was asked to write in support of the Grant Application.

The Clerk drew attention to Upton Bishop’s letter re the Lengthsman Scheme (D424). Council decided that the Clerk should try to organise a meeting to include Lea, Aston Ingham and Weston, as well as Upton Bishop.

Planning Matters

 

 

16.1

P41. SE2001/3425/F. Two storey rear extension, single storey side and rear extensions with new rear dormer window and detached double garage at Long Ridge, Linton, HR9 7RS. Council supported provided that the materials used will be in keeping with this area of AONB and that free passage is maintained at all times for emergency vehicles, bearing in mind the narrowness of the lane.

P37. SE2001/2745/F Minor amendments to existing planning permission SS980913PF, to move the staircase into the extension and to extend that staircase at the Quarries, Gorsley, HR9 7SH. Permission was refused on 11/12/01.

SE2001/2926/F Proposed extension at Rose Bank, Quarry Lane, Gorsley. Permission was granted on 14/12/01.

Nomination of Trustees for Poors Piece

 

 

17.1

Cllr Jean Foley tabled a draft letter to Edward Vines (D430). Council decided that this should be sent as drafted.

Councillor’s Submissions

 

 

18.1

Cllr Gordon Martin:

Drew attention to the ever present dogs mess on verges and elsewhere. It was suggested that an article be placed in the Chimes and Cllr Ken Downham agreed to do that.

Cllr John Foley:

Suggested that Council should consider making representations about the proposed cut in postal services as these could lead to further rural post office closures. It was decided to put the item on the next agenda.

Public Submissions

 

 

19.1

Parishioner Gwynne Rowley asked that a nameplate be placed at Chapel Lane, as adjacent roads were being named and it was illogical for Chapel Lane to be left out. It was decided to have an agenda item for the next regular meeting.
