Matters Arising Not Covered in the Agenda

 

 

4.1

Roadmaker Bus Stop

The Clerk reported an email from the headmaster, stating that “the Governors had decided that the re-siting of the bus stop was not causing a problem”. Accordingly Council decided to take no further action.

 

 

4.2

Road Ownership Near Gorsley Steelworks

The Clerk tabled a response from CHDC, including a map. The road is adopted.

 

 

4.3

Parish & Town Council Charter Consultation

The Clerk reported that he had responded as requested at the last Council meeting. Cllrs Richard Smith and Jean Foley requested a copy by email.

Uncut Hedge Bounding Quarry Lane/B4221

The Clerk has written but, to date, without response. Apparently the owners are away and the Chairman said that he will make a personal approach on their return.

5.1

The Clerk tabled CHDC’s Chief Executive’s response to his letter and both were read out by the Chairman. Council thought that Mr Pringle had not satisfactorily responded to any of the points in the Clerk’s letter and decided:

 

 

5.1.1

Cllr Jean Foley will consult with Cllr John Edwards and, depending upon his advice:

The Clerk will write again and raise the following specific points:

·        When was the noise assessment requested and what measures were to be taken?

·        What is the deadline for that information to be provided?

·        What period of time thereafter will the Environmental Health and Planning Enforcement Officers come to a conclusion?

·        Hence, when may this Council expect to be informed by Mr Pringle of the outcome?

Cllr Jean Foley reported that there are proposals to “give more teeth” to the planning enforcement regulations.

Internal Auditor

 

 

6.1

Parishioner Richard Delahay and the Clerk will meet on Tuesday July 16th for the first quarter’s audit.

Accounts, Treasurer’s Report and Authorisation of Payment of Accounts

 

 

7.1

2001/2002 Accounts

The Clerk explained that the new regulations had been introduced to cover this year, instead of the current year as expected. As a result, some changes in the presentation of the 2001/2202 accounts are advisable. Proposed by Cllr Phil Page, seconded by Cllr John Foley and approved with one abstention, IT WAS AGREED that those tabled be adopted but, in future, the accounts to be presented in a slightly modified format that:

a)      Makes clear the VAT payments

b)      Clearly accounts for the allotments

Council expressed its sincere thanks to Cllr Stewart and noted that he is not the Council's internal auditor for the current year (2002/2003).

Proposed by Cllr Phil Page, seconded by Cllr Jim Stewart and approved (the Chairman abstaining as AP56 is in his favour), IT WAS AGREED that these be paid. The cheques were then duly signed.

Working Party Reports:

 

 

8.1

Planning

 

 

8.1.1

P58. SE2002/1593/F. Alterations and conversion of redundant barn to form additional dwelling and alterations to existing converted barn at Fordings Barn, Linton HR9 7SB. Council supported but drew attention to the footpaths as follows: Public Right of Way must be protected and a suitable diversion constructed and sign-posted before the original footpath alignment is closed. This land is badly drained and care must be taken to ensure the new route is suitable for walking. Please confirm.

8.1.2

P57. SE2002/1449/F. Erection of two storey building for double garage, store & games room to replace existing building at The Old Post Office, Gorsley HR9 7SW. Revised plans submitted 03/07/02. Council supported with reservations about the height in accordance with their previous response.

8.1.3

P53. SE2002/0918/F. Erection of four dwellings with detached double garages at Brandons Poultry Site, Burrups Lane, Gorsley, HR9 7SP. Council noted that permission was granted on June 5th. Bearing in mind Council’s objections to this development from the beginning, Cllr Jean Foley was asked to produce a critique for consideration at the next meeting.

8.1.4

P52. SE2002/0699/O. Proposed erection of two bungalows with ancillary works on land adjoining Rose Cottage, Gorsley, HR9 7SL. Council noted that an appeal has been lodged and decided that no further submission is needed as the previous record of objection will be forwarded to the Inspector by CHDC.

 

 

8.1.5

P47. SE2002/0342/O. Site for construction of detached dwelling with detached garage on land adjacent to Forge House, Bromsash, Ross, HR97PJ. Council noted that this has gone to appeal and asked Cllr Jean Foley to draft a submission for consideration by the next meeting.

Cllr John Foley reported that the scouts have walked some more paths and the Brownies plan to help.

Parish Projects for 2002/2003

 

 

9.1

Stabilisation and Recovery of the Linton Pound

Cllr John Foley reported that the site has been tidied up and a proper survey done. Now costing the remedial work.

Reordering of Talbot’s Well

Cllr Jean Foley said that the History Society is preparing its recommendations. Cllr John Foley said that the scouts will do some drainage work and cut back the trees. Personally, he will try to make the pump work.

9.4

The Council’s Web Page

The Chairman confirmed that an anonymous donor had been secured and the Clerk reported that he has placed a domain name and site hosting order with Wye Net. However, UKERNA, the authority for .gov domain names has refused the name lintonparish.gov.uk on the grounds that there are many Lintons in the UK. Council asked the Clerk to apply for the name lintonpc-hereford.gov.uk. Cllr Jim Stewart offered to arrange facilities so that the web site could be viewed by all present at the next meeting in Linton.

Parish Photographic Survey

The Clerk reported that he has requested quotations from two Ross based photographers but, to date, not received replies although one has been promised. The Chairman offered to provide an additional name should neither of the above respond.

Quality Council & Parish Plan

 

 

10.1

Drafting of the Factual Introduction to the Parish Plan

Cllr John Foley reported that he is working on something for Bromsash and, once drafted, he will circulate that to the other groups.

The updated programme has been circulated.

 

 

10.3

The Chairman reported on the consultation meeting on Waste Management, undertaken with Cllr Jim Stewart. The Clerk will attach the report to these minutes.

The Chairman summarised the on-going work:

  • Planning for Real training is available.
  • He and the Clerk are meeting with the Market Towns Officer this Friday.
  • Traffic Management, Road Safety etc have refused to meet with us. So the Chairman has emailed and received a reply.
  • The Youth Officer is arranging a date for a meeting.
  • Meetings with Community Buildings and the Rural Transport people are to be arranged.
  • The next stage is the local consultation which will start with pubs, shop, churches, village halls and Neighbourhood Watch.
