The Clerk apologised for not having included three agenda items previously requested:

a) Parking in Linton

b) Complaints Procedure

c) Use of the Balance of the Gorsley Millennium Committee Grant.

These items will now be included in the Agenda for the next ordinary meeting.

 

 

4.2

Speed Survey in Linton.

This has been completed and the results were circulated by email. The Chairman read out the results.

 

 

4.3

The Crash Barrier at Gorsley Goffs School.

Council noted that the work has now been done.

Lengthsman Project

 

 

6.1

Burrups Lane Drainage.

The Clerk said that an instrumentation survey shows the drainage run to be nearly level, despite visual appearances and so the ditch will have to be dug with a fall towards the drainage point. The next task is to check that the pipes under the two driveways along the route are clear and that their entrances are at an appropriate level. Cllr John Wheble questioned whether all this preparation was necessary. He said that he had been waiting for many years and his patience was exhausted. The Clerk explained that this is a busy time for the Lengthsman and that he, as administrator, was trying to phase this additional work so that it could be completed within the agreed expenditures, on the supposition that there would not be sufficient rain to cause more flooding over the summer period. Cllr John Wheble agreed that he could wait for another two months. Meantime, proposed by Cllr Jean Foley, seconded by Cllr Richard Smith and approved unanimously, IT WAS AGREED that the Clerk will make another request to CHDC for them to deal with the problem.

6.2

Road Surface Drainage at Revells Fruit Farm.

Cllr John Foley and the Clerk have surveyed the problem which arises because the farm has constructed a raised entrance. In principle, the farm should be required to install proper drainage but that would involve substantial work. Instead it has been decided to have the Lengthsman cut a simple gully from the road into the available drainage. If this does not resolve the problem then, perhaps, Council may decide to request the farm to carry out further work.

6.3

The Clerk read out the Lengthsman’s time sheets for the period May 5th to May 27th inclusive, demonstrating the quantity and variety of work being done.

 

 

6.4

Drainage Of The School’s Playing Field.

The Chairman reported that the School Governors have met and asked that the Lengthsman resolve the problem. The Clerk said that he had not expected the Lengthsman to be involved as School Property is not within his remit. Subsequent to the meeting it has been clarified that the Governors have asked for the Lengthsman’s advice on remedial action but not his involvement in any actions arising. The Clerk will arrange a meeting.

The Clerk will ask the Lengthsman to check the drainage pipe under the B4221 between the school boundary and the woods opposite. If it is blocked, the Clerk will request CHDC to clear it.

Allotments Gate and Water Supply

 

 

7.1

Mr G A Luther has not replied to a written request for confirmation of his quote re the gates. The Clerk will follow up.

7.2

It was established, on the day of this meeting, that the known water pipe is no longer in use. It is expected that Welsh Water will fit a meter at no charge. The Clerk will, therefore, now proceed to final quotations ready for Council’s consideration at the next ordinary meeting.

Annual Review of Standing Orders

 

 

8.1

The proposed revisions had not been circulated prior to the meeting but as they were in line with expectations they were tabled at the meeting and proposed by Cllr Richard Smith, seconded by Cllr Jean Foley and approved unanimously, IT WAS AGREED that they be adopted. A full copy was given to each Councillor present. The balance will be distributed separately.

Accounts, Treasurer’s Report and Authorisation of Payment of Accounts

 

 

9.1

Council were content with the accounts to date as tabled. The Clerk explained that the entire first quarter’s Lengthsman Grant, for the second year running, had been sent by CHDC to Lea Council; the error has not been corrected as requested and so the Clerk will have to arrange with Lea for a cheque to be paid to Linton.

Councillors asked for a copy of the VAT advice for Village Hall projects to be circulated.

UDP Revision Deposit.

Cllr Richard Smith had circulated comments. Council decided that nothing has arisen so far as the changes are concerned so no comment is required. However, the Clerk was asked to write by the deadline date of June 24th and withdraw Council’s original objections to items that have been satisfactorily dealt with in the revised draft.

P116. DCSE2004/1444/F. Proposed relocation of vehicular access, new car park layout and formation of garage (conversion from store), proposed new patio area and oil tank/bund. Extension to June 15th requested. “Council supports but notes that the drawing is not dated by the applicant and that it would be helpful to have the height of the building shown.” Parishioner Gwynne Rowley drew Council’s attention to the fact that the Police have issued a “Pink Ticket” for the adjacent junction.

P117. Two storey extension and conversion of part of garage to living accommodation. New stables. Lyndale, Gorsley, HR9 7SH. Although it is a large extension on an imposing site, if it does not interfere with neighbouring properties, if CHDC is satisfied that it complies with planning & design policies, then Council supports.

 

 

10.1.12

P118. DCSE2004/1777/F. Proposed single storey extension to kitchen and pitched roof above existing garage to provide attic/store. Little Knapp, Gorsley, HR9 7SJ. Tabled at Council on 14/06/04. Council supports.

 

 

10.2

Highways.

 

 

10.2.1

The Clerk was asked to arrange a site meting with CHDC and Cllrs Jean Foley, John Foley, John Wheble, Richard Smith, Ken Downham and Margaret Pearce, to discuss re-enforcement of the speed limit and re-instatement of the red road surface bands through Bromsash; the establishment of a speed limit through Linton and the introduction of a 20 mph limit past Gorsley Goffs School. Paul Keetch MP to be kept informed.

10.2.2

Cllr John Foley noted that CHDC have made their first hedge cut throughout the Parish but, as usual, the signage has been left obscured. The Clerk explained that clearance round signs is part of the Lengthsman’s brief and is being dealt with during the twice monthly Parish Roads Survey.

 

 

10.3

Finance.

The Chairman noted that this working party must meet soon, principally to review the Financial Regulations within Standing Orders.

Footpaths & Walks

 

 

11.1

Cllr John Foley said that a funeral had prevented him from attending the Rights of Way meeting.

 

 

11.2

The District Walk, involving all surrounding Parishes, will take place on August 1st, starting at 2:30 p.m. from Gorsley Village Hall.

 

 

11.3

Council asked the Clerk to write with reference to Page 4 of the Policy Liaison L1 (D1249) and point out that Parish Councils are not included in the consultation bodies. The Chairman asked that D1249 be returned to her once the letter has been written.

11.4

The footpath from Quarry Lane to Linton Road, running alongside Linton Quarry and the Allotments, needs clearing. Unfortunately there are no funds for this as nothing has been heard from CHDC about the Parish Paths Partnership Scheme. Cllr John Foley will investigate. (Clerk’s Note: A grant notification was received two days later and clearance of this footpath has been instructed.)
