The Clerk drew Council’s attention to the fact that, whilst there has been an exchange of emails with CHDC’s Andrew Lea-Jones spanning several months, there is no actual news. Council asked that the Clerk progress this again in time for the next meeting, expressing Council’s concern that time is passing without any action being taken. |

Annual Review of Clerk's
Salary |

The FWP met and
recommends to Council an increased salary of £8.05 per hour for a
contracted 27 hours per month. Proposed by Cllr Richard Smith, seconded by
Cllr John Foley and approved by 5 votes to 1, IT WAS AGREED to apply these
new figures from October 1st. Cllr John Wheble voted against on
the basis that the increase was greater than his understanding of NALC
recommendations. |

There was much
discussion and some resistance to a proposed near doubling of the precept,
to satisfy the wishes of the Parish as set out in the Parish Plan draft.
Parishioner Richard Delahay suggested that the proposed figure was too
large because there are not the resources to tackle all the proposed
projects at the same time. It was decided that the FWP will meet again to
re-consider. Cllr John Foley reminded all present that it is Council’s
decision and any objections from the Parish must be expressed through the
ballot box. Cllr John Wheble said that Council must look and plan
forwards. |

The Chairman has
analysed the average attendance since the election of this Council, found
that it is 79% out of a possible 100% and suggested that this was a
reasonable figure. Councillors and parishioners present agreed. The figure
would have been higher but Cllr Gary Woodman has been unable to attend for
family reasons and Council had taken that into account. However, it is
perhaps now time for the Councillor to re-consider and the Chairman will
speak to him. |

Linton
Quarry |

14.1 |
The Chairman said that Linton Quarry was left to
the PCC by a Mrs Westphaling in 1830, to offset the highway rate at that
time. It was probably taken over by the Parish Council in
1894. |
|

Parishioner Gwynne Rowley asked if it is
considered to be a “brown field site” and the opinion was
“yes”. |
|
|
|
14.3 |
Cllr John
Foley agreed to form a Working Party to consider and propose to Council
options for the future of the site. |

Treasurer’s Report and Authorisation of Payment of

15.1 |
The Clerk tabled the
internal auditor’s report which draws attention to several outstanding
subjects. Council thanked Parishioner Richard Delahay for his
efforts. |
|
|
|
15.2 |
Accounts to date were
tabled and noted. The Clerk pointed out that the main issue raised by the
internal auditor, the treatment of the VAT on the Village Hall
refurbishment had now been resolved. Cllr Richard Smith pointed out that
three errors in the stated budget figures had still not been corrected.

WAS AGREED to pay the following invoices and the grant to Linton
Neighbourhood Watch. The cheques were duly

examined and found to be in a poor state. However, it is not a public
footpath and, therefore, not Council responsibility. |
