The Clerk reported that fly tipping of a lounge suite adjacent to J3 of the M50 had been reported to CHDC on 30/12/04 and cleared by 07/01/05.

The water supply is partially installed and the supply onwards to Pykes Meadow is presumed to have been disconnected.

9.1

A letter from English Nature about changes to Quarry management (D1482) was tabled and taken by Cllr John Foley.

The Clerk will consult with those who volunteered during the Parish Plan process and then complete the final return, naming Cllrs Jean Foley and Richard Smith as the primary contacts.

Accounts, Treasurer’s Report and Authorisation of Payment of Accounts

 

 

11.1

Parishioner Richard Delahay has written to say that he wishes to relinquish the post of Internal Auditor at the end of the current financial year. The Chairman extended Council’s warm thanks for all his efforts.

 

 

11.2

Accounts to date were tabled and noted.

Working Party Reports

 

 

12.1

Footpaths:

Cllr John Foley reported that Parishioner Nigel Vandyck has pointed to the poor state of three footpaths which the Councillor will bring to the attention of the Working Party when it is convened.

12.2.1

P123. DCSE2004/2459/F. Change of use of existing double garage into holiday let. Long Ridge, Linton, HR9 7RS. Permission refused on 17/12/04.

 

 

12.2.2

P130. DCSE2004/3578/F. New pitched roof to replace existing flat roof. Cross Keys Cottage, Gorsley, HR9 7SF. Permission granted on 29/12/04.

 

 

12.2.3

P131. DCSE2004/3726/O. Site for erection of 2 executive houses. Burrups Lane (Old Brandon's Poultry Site), Gorsley. Permission refused on 22/12/04.

 

 

12.2.4

P141. DCSE2004/4301/F. Two storey extensions, alterations and two dormer windows. Chapel Mill Cottage, Bromsash, HR9 7PL. The Chairman read out letters of objection from neighbours. Council decided to make the following response to CHDC:

 

The cottage was once a grain store on the first floor, with a cider mill on the ground floor, adjoining and belonging to High House. During World War 2 it was also used as a church meeting hall in which services were held.  It was converted to residential use some years ago making a small cottage, entirely in keeping with High House. Apart from the addition of a porch the outline of the building and the roof line were unaltered and fitted in well with the surrounding old buildings 

Therefore as a ‘Conversion of a rural building to residential use’ it conformed to Planning Policies C36 & C37 and fulfilled the appropriate criteria of GD1.

 

The proposed extensions do not comply with those policies.  In addition they do not comply with any of the conditions in Policy SH23 ‘Extensions to dwellings’.

 

The proposed wall in front of the property would seriously affect the visibility both of the residents of this courtyard and of anyone venturing over the already dangerous cross-roads just yards from the cottage, the Highway Authority should certainly be consulted.

 

To raise the roof and insert dormer windows would necessitate building into the wall of High House; it is our understanding that no consultation has been undertaken between the developer and the owner of High House.

 

The extra surface water and sewage, which may be generated, does not seem to have been sufficiently addressed in the plan. As this discharges onto someone else’s property it should be given serious consideration.

 

There are also discrepancies in supposed measurements on the plan and some very optimistic assumptions with regard to the access.  We suggest that the conditions imposed when the original conversion of Chapel Mill Cottage and Mill Barn took place be re-examined.

 

For the above reasons and in particular the contravention of planning policies in the SHDC Development Plan and the emerging UDP Linton Parish Council do not support this application.

 

 

12.2.5

P142. DCSE2004/4384/O. Site for erection of one dwelling. Rose Cottage, Ivy House Lane, Gorsley, HR9 7SL. After further consultation by email, Council decided to submit the following objection to CHDC:

 

Any development on this land would contravene the Hereford & Worcester Council Structure Plan and the SHDC Local Plan, including H16A, H18, H20, C1 and C2.

A previous application for development on this site was refused and taken to appeal at a hearing on 19th. December 2002.  This dismissal of this appeal was notified by the inspector on 19th. January 2003.

The above mentioned policies still apply and will be confirmed in the emerging revised UDP.

Therefore Linton Parish Council cannot support this development in open countryside.

 

 

12.2.6

In response to a request from Parishioner Gwynne Rowley, the Chairman read out D1492, a letter from Mrs Bennett objecting to P131 which has now been refused.

 

 

12.2.7

The Clerk will write again to CHDC, once more objecting to the lack of dimensions on many planning applications.

Cllr Margaret Pearce:

Requested a salt bin at Bromsash cross-roads. The Clerk will ask CHDC.

There is a problem with a drain at the bottom of Fordings. The Clerk will investigate.

Cllr Audrey Duke is a little better and is back at home. The Chairman will arrange for a card to be sent.

 

The next Flicks in the Sticks at Gorsley Village Hall is Troy and then comes the Borderlines film festival.

Parish Plan

 

 

16.1

The Clerk has requested a final grant application form but not yet received it. Cllr Richard Smith said that by his calculations, whilst cash spent is £3,750 cash; from Council is £1,073 whereas the time spent equates to £3,859. So volunteer time is the biggest contributor.

 

 

16.2

Cllr Rob Crawford has produced a draft final version which will be completed this coming Friday by himself and Cllr Richard Smith. A copy was given to each councillor for emailed comments (copied to every other member of the Council) before the Friday meeting.

16.3

Printing and distribution will be as previously decided and then, in Cllr Richard Smith’s words “It is a matter of doing the business.” The Cllr was warmly thanked for all his efforts.

Public Submissions

 

 

18.1

Parishioner Gwynne Rowley said that Darnell’s Lane is in Linton and should be treated as such by Linton Neighbourhood Watch. Parishioner Richard Delahay said that, up until now, he has been delivering to Darnell’s Lane.

 

 

18.2

Apparently there has been a complaint to the police about some tree clearance work by the Lengthsman. The Clerk will investigate and consult with PC Wendy Powell, the beat manager.
