Parish Plan – Publication and Implementation

 

 

5.1

Cllr Rob Crawford has agreed to print both Plan and Leaflet for no more than the lowest quote.

The Clerk will ask the Councillor to complete the work in time for the Annual Parish Meeting.

Traffic Speeds and Management Within the Parish

 

 

6.1

Nothing to report. The Clerk will remind CHDC’s Andrew Lee-Jones that Council is waiting for his proposals.

Cllr John Foley said that at a recent Government election meeting he had made it clear that this Parish considers traffic management to be an issue.

Housing Needs Survey

 

 

7.1

The Clerk read out a letter (D1557) from CHDC’s Strategic Housing Services stating that the possibility of a Needs Survey for Linton will be considered within the financial year 2005/2006.

Lengthsman Project

 

 

8.1

The contract for 2005/2006, unchanged from last year’s, was noted by Council and duly signed by the Chairman.

Cllr John Foley tabled a note on broken guard rails and flooding issues (D1563a). The Clerk will take appropriate action.

Allotment Pedestrian Gates

 

 

9.1

After discussion it was decided that no action is needed at present. Council will re-examine in 12 months time.

Linton Quarry

 

 

10.1

Cllr John Foley said that there will be a meeting of interested parties within the next two weeks. Parishioner Gwynne Rowley proposed that some of the land could be sold for housing. This will be considered at the meeting.

Emergency Plan – Ask Philip Wilson to Come & Speak to Us?

 

 

11.1

The Clerk reported that Mr Wilson’s deputy will attend and speak at the Annual Parish Meeting.

Accounts, Treasurer’s Report and Authorisation of Payment of Accounts

 

 

12.1

The insurance quote for 2005/6 from AON Ltd (underwritten by Allianz Cornhill) was discussed and accepted. The cheque will be presented for signing at the next meeting.

Draft accounts for the year were tabled, for Councillor’s consideration and final adjustments, to be presented for adoption at the next meeting. Cllr Richard Smith pointed out that the expected outturn for the year against the Gorsley & Kilcot Millennium Committee Grant should be zero.

Council extended its grateful thanks to the Internal Auditor, Richard Delahay and asked the Clerk to present a Gardening Voucher for £10 to him.

Working Party Reports

 

 

13.1

Footpaths:

 

 

13.1.1

The Clerk reported that the grant for 2005/6 will be £100, to be added to the under spend in 2004/5, making a total of £784 available for 2005/6 (D1562). The Clerk will send bank account details and a copy of the Public Liability Insurance as requested in D1562.

Cllr John Foley said that there do not appear to be any Damson Hedges in the Parish but there are groups of self-seeded Damson trees.

The Working Party has been formed and will meet shortly. The Clerk will ask the Lengthsman to contact John Foley to discuss costs of various proposed works.

P123. DCSE2004/2459/F. Change of use of existing double garage into holiday let. Long Ridge, Linton, HR9 7RS. Appeal lodged on 31/03/05 with submissions deadline of 12/05/05. Council agreed that Cllr Jean Foley will study the papers to see if further action is required.

P131. DCSE2004/3726/O. Site for erection of 2 executive houses. Burrups Lane (Old Brandon's Poultry Site), Gorsley. Appeal lodged on 21/03/05. Representations to the Inspector by 02/05/05. Council agreed that Cllr Jean Foley will study the papers to see if further action is required.

P139. DCSE2004/4151/F. Proposed single storey extension. Highlands, Bromsash, HR9 7AR. Permission granted on 15/03/05.

P144. DCSE2005/0133/L. Proposed change of use of first floor games and entertainment room to residential unit. The Grange, Aston Crews, Ross, HR9 7LW. Permission not required. Decision on 22/03/05.

P145. Reverse handing of last house on scheme already approved. Plot 4, Burrups Lane, Gorsley. Permission granted on 22/02/05.

P150. DCSE2005/0844/F. Building a new garage. Weston House, Bromsash, HR9 7PP. Council supports.

P151. DCSE2005/0920/F. Proposed telecommunications installation consisting of a 22.5m lattice tower and ancillary equipment. Queens Tunnel, Swagwater Lane, Gorsley, HR9 7SL. A letter of objection from Dr Swallow was read out. Council objects as per Annex F2.2 of the Parish Plan.

 

 

13.2.8

Cllr Jean Foley read out a letter (D1563b), addressed personally to her as Chairman of the Parish Council, from Mr Timothy Shenton, requesting information on Council’s position regarding the unauthorised development adjacent to Salt Bay Linton. The Cllr tabled her reply (D1563c) setting out the facts. The Clerk pointed out that he, not the Cllr, should have handled the correspondence. Council agreed that it should try and keep people informed of on-going matters but that these could not always be a matter for the minutes.

Chairman’s Announcements

 

 

14.1

Cllr Margaret Pearce will try to organise a Neighbourhood Watch in Bromsash.

 

 

14.2

The Parish Map has been framed by the Linton Village Hall at a cost of £74. Proposed by Cllr Richard Smith, seconded by Cllr John Wheble and approved unanimously, IT WAS AGREED that Council will contribute £25 against invoice.

 

 

14.3

The Alma pub wishes to re-erect an earlier pub sign. Permission is not required but does Council object? No.

Cllr John Foley has received verbal complaints from Parishioners about the Precept Increase for 2005/6 but none of those complaining had attended Council or Parish Plan meetings.
