Data Protection Act

 

 

6.1

The Clerk apologised for forgetting to bring print-outs but explained that he had examined various parts of the Information Commissioner's interpretation of the act and had come to the conclusion that Council should register. The Chairman wished to read the interpretation of the act before anything was signed on behalf of the council.  The Clerk agreed to e-mail to all councillors the web-site address of the Information Commissioner so that all Cllrs. could read the details before the July meeting when a decision would be made.

Restoration of the Linton Fountain

 

 

7.1

Michael Palin has offered to pay for the restoration costs of renovating the fountain to the point where it delivers an attractive working display(not drinking water). Parishioner Andy Cornwall, in the wall of whose property the fountainhead is sited, has agreed to the work being done and to maintain the installation. Council welcomed Michael Palin’s offer to restore the fountain and considered his request that the Precept pays for the electricity running costs. Whilst there was support in principal, Parishioner Phil Page suggested the use of a solar powered pump and offered to obtain details of a unit costing about £80. Council was pleased with this offer and the Clerk will inform Jeff Bushells, the restorer.

Parish Plan Implementation

 

 

8.1

CHDC’s Shane Smith has received his copies and he will circulate those and be the point of contact.  A meeting is being arranged with the police and Gorsley neighbourhood Watch is distributing the leaflets. The Road Safety Group has met and Cllr John Wheble has met with the Youth Officer.

 

 

8.2

Parishioner Gwynne Rowley raised the question of bus timings, citing instances of departure well before the scheduled time. The Clerk will write to Stagecoach.

Cllr John Foley said that the first meeting of the Footpaths & Environmental Group was held on 19th May.  A walk was arranged for Saturday 28th May.

Working Party Reports

 

 

14.1

Footpaths:

Cllr John Foley reported that on Saturday 28th May, 27 parishioners took part in a survey and light clearance operation on 15 paths in the Linton village area. Thanks to Graham & Linda Webb of the Alma Inn for the use of their car park and hospitality. Further walks are being organised to cover all parts of the parish.

 

 

14.1.1

The Clerk tabled a quote from the Lengthsman for Style and other repair work as requested by the Group. Proposed by Cllr John Foley, seconded by Cllr John Wheble and approved unanimously, IT WAS AGREED to accept the figure of £159. Cllr John Foley will inform the Lengthsman.

14.1.2

The Clerk said that another Parishioner had reported on Parishioner Edna Pennel’s behalf about the overgrown status of the footpath adjacent to her property. Cllr John Foley said that the path was little used and that when it had been open, there were complaints of occasional anti-social behaviour from some users.

Planning:

 

 

14.2.1

P122. DCSE2004/2165/F. Increase in domestic curtilage of Jessamine Cottage and for the parking of commercial vehicles within extended curtilage. Land adjoining Jessamine Cottage, Gorsley, HR9 7SF. This was tabled at council on 12/07/04 and Council replied that it needs more information about number, size and type of vehicles and their impact on traffic and the vehicular access to the highway. On 10/05/05 further information was received and tabled at council on 12/07/04. Council noted the new information and looks forward to the completion of the intentions stated therein.

P147. DCSE2005/0588/F. Two storey extension. The Villa, Linton, HR9 7RS. Permission refused on 20/04/05.

 

 

14.2.3

P149. DCSE2005/0763/O. Site for erection of one dwelling. Rose Cottage, Ivy House Lane, Gorsley, HR9 7SL. Permission was refused on 05/05/05.

 

 

14.2.4

P150. DCSE2005/0844/F. Building a new garage. Weston House, Bromsash, HR9 7PP. Council supports.

P154. DCSE2006/1855/F. Single storey extension for toilets. Gorsley Goffs Endowed Primary School, Gorsley, HR9 7SE. Tabled at Council on 13/06/05. Council Supports. (Cllr John Wheble declared an interest as a governor of the school and duly signed the book).

The seat at Blindman's Gate could do with a spring clean. The Clerk will inform the Lengthsman.

There was a local meeting re the proposed new telecoms mast on top of the BT exchange. At it, John took the opportunity to publicise the Parish Plan and the things we are doing.

The Quiz at Gorsley VH on Saturday June 18th is cancelled.

The Main Village Hall will be unavailable from July 27th to August 14th due to re-decoration.

Grass cutting at the VH is now being done by the Lengthsman but is being paid for by the Village Hall.

Cllr Margaret Pearce left the meeting at this point to attend to pressing personal matters.

 

 

17.4

Cllr Ken Downham drew attention to the barbeque at Linton VH on July 9th.

 

 

17.5

Cllr John Foley pointed to the lack of routine surveys by power companies for pending problems from vegetation growth. Cllrs would report to Council any problems noted in their locality. Cllr Ken Downham agreed to draw attention to the problem in the Chimes.

Public Submissions

 

 

18.1

Parishioner Phil Page complained of the discussion in a public place of matters relating to a Parish Council meeting. He requested that it be minuted that this will be banned. The Chairman pointed out that Parish Council affairs are a matter of public record and so discussion in public is a proper procedure. Following debate on the point, the Clerk ruled that mention of particular names in such discussions is a matter for the individuals concerned, not for Council. (Clerk’s Note: If this point is disputed then the proper procedure is for the person concerned to register a complaint with the Standards Board for England.
