Report that Route 32 Buses were running early. The Clerk read out a reply from Stagecoach (D1602) requesting specific details of bus direction and time. The meeting agreed that this was a reasonable request and members would seek the information. Cllr Ken Downham will consider an appeal in the Chimes. Meanwhile, the Clerk was asked to write and ask Stagecoach to state their policy on timetable conformity.

Restoration of the Linton Fountain

Cllr Ken Downham joined the meeting at this point.

Proposed by Cllr Jean Foley, seconded by Cllr Ken Downham and approved by 5 votes to 2, IT WAS AGREED to pay up to a maximum of £50 p.a. towards the costs of electricity for the fountain, for so long as Parishioner Andy Cornwall is the owner of the hosting property. The Clerk to inform Jeff Bushell.

Clerk’s Announcement

 

 

8.1

The Clerk, being no longer able to do his own gardening and having been unable to find an alternate gardener, has employed Wayne Reed who is also the Lengthsman. The Clerk will be paying a higher rate than that charged to the Parish and all payments will be against invoice.

The Clerk will see to it that the hedge on the North side of the B4221, going East from Gorsley Goffs School, is cut back from the pavement.

Linton Quarry

 

 

10.1

There has been one site visit with Francis Flanagan - English Nature (EN), Cheryl Jones - Herefordshire Nature Trust (HNT), Bill Price - Gloucestershire Geoconservation Trust (GGT), the Clerk (part-time) and Cllrs Ken Downham and John Foley attending. Cllr John Foley has circulated a report on this. A second visit is planned and Council suggested that, following that visit, English Nature is asked to attend a Council Meeting and report.

The external audit return has been submitted and the Clerk awaits comment from UHY Hacker Young.

Accounts for 2005/6 to date were tabled and noted. The Clerk was asked to check projected and recorded costs by the time of the next meeting.

Footpaths

 

 

12.1.1

Cllr John Foley reported that style repairs and other items behind the village hall have been contracted to the Lengthsman. Schedules for other work are being prepared.

Rural Transport

 

 

12.2.1

Cllr Ken Downham could not attend the last CHDC meeting after it had been re-scheduled several times. Judging by the paperwork issuing from the meeting, anybody doing the job in a particular parish as the Parish Transport Representative would need to be paid for the amount of work proposed. The Cllr intends to call a meeting of the committee soon, to discuss.

Councillors’ Submissions, including Village Events

Will Council write in sympathy at Parishioner Peter Hill’s death? The Clerk was asked to write, highlighting that he was a much valued parishioner.

 

He and Cllr Ken Downham are examining for overgrowth around power lines and will make an appeal for information in the next issue of the Chimes.

About 100 attended the Linton Village Hall barbeque.

Appealed to Parishioners to let the Chimes know of forthcoming events so that, perhaps, we can minimise clashes.

Cllr John Wheble:

Had tabled a copy of our Parish Plan at the local meeting, prior to CHDC’s Planning Committee meeting re the Swagwater Lane Telecoms Mast and the meeting complimented the Parish on its thoroughness. The Cllr felt that the plan’s section on phone masts was a significant contributor to this application being rejected.

Public Submissions

 

 

16.1

Council was asked “What is the legal position over fences and chains on verges”. The Clerk explained that the CHDC view is that land between hedges or other boundaries and including the adopted surface belongs to the District Council but Hedges and Ditches are the responsibility of the property owner. The Parishioner then asked about the hedge from Shutton Cross towards Jays Green. The Clerk said he thought that would prove to be Highways Agency land but he will look into it.
