Minutes of the Meeting Held on 8th August 2005

 

 

3.1

The Chairman signed the minutes with two minor changes. Item 10.26 “Council objects-Jean’s note” to be deleted and item 10.1 correct spelling of “style” to “stile”.

Appointment of new Clerk

 

 

5.1

Cllr Richard Smith reported that there had been 8 candidates for the position of Clerk. Four withdrew and four were interviewed. Cllr Richard Smith proposed that Mrs Annette Steele be appointed as the new Clerk with a salary of £8.50 per hour for 27 hours a month. This was seconded by Cllr Jean Foley and approved unanimously.

Review of Financial Regulations

 

 

6.1

Cllrs Richard Smith and Jean Foley had met to discuss amendments to the “Financial Regulations”. The proposals had been circulated to all Councillors. Proposed by Cllr Richard Smith, seconded by Cllr Keith Summers and approved unanimously, IT WAS AGREED to accept the amendments and for the regulations to be amended accordingly.

Parish Plan Implementation

 

 

7.1

A meeting had been held with the Police to discuss amongst other items more visible policing in the parish, as a result of this meeting, Chief Inspector Sue Thomas had agreed to come and talk about the benefits of having a Parish Officer. This is a new initiative and would cost approximately £20,700 per annum for a full-time officer. She said this hours and cost could be split over several parishes making it more affordable. The Parish Officer would belong to and be paid for by the Parish but the Police would handle the recruiting and would also provide the uniform, training and radio.

Cllrs Rob Crawford and Ken Downham joined the meeting at this point after attending another meeting at Hereford on behalf of the Council.

Lengthsman Project

 

 

8.1

Cllr John Wheble asked if the drains at Burrups Lane could be cleared by the Lengthsman. The Clerk said that he would arrange for this to be done.

Cllr Rob Crawford asked if the Lengthsman could rod the drains outside his house at Shatton Cross. The Clerk agreed to arrange this.

Council asked the Clerk to contact CHDC to arrange for the drains to be cleared outside the Chapel in Gorsley (Ref U70232).

8.4

 

On Saturday September 10th, Burton Mill was flooded. Cllrs agreed that Herefordshire Council should be contacted to ascertain if a professional survey into the drainage of the area could be carried out as soon as possible. Cllr John Foley agreed to produce a short summary of the problems to enable the Clerk to write to Mr Stuart Barton, Contracts Manager for Bridges & Drainage at Herefordshire Council.

Linton Quarry

 

 

9.1

Cllr John Foley said that at the next footpaths meeting on Monday, September 19th, they would discuss the quarry.

Accounts, Treasurer’s Report and Authorisation of Payment of Accounts

 

 

10.1

Accounts to date were tabled and noted.

 

 

10.2

Payee name for Linton Neighbourhood Watch cheque has been amended to W. Bagnell as the neighbourhood watch does not have its own bank account. Cheque was duly altered and amendment signed.

 

 

10.3

The Clerk was asked to amend the salary outcome on the accounts to show the increase.

Ordnance Survey Licence £55.81, to be paid this time, but should not be paid in the future as it was only needed for the publication of the Parish Plan.

 

 

10.5

The advert placed in the Newent press re Clerks position has been paid directly by the Clerk. He will submit this with his final expenses.

There is to be a meeting of the footpaths committee on Monday September 19th.

Cllr John Foley attended Gorsley & Kilcot’s meeting on footpaths on behalf of the council last week.

11.2.1

P123. DCSE2004/2459F. Change of use of existing garage into holiday let. Long Ridge, Linton. Appeal against decision dismissed 09/08/2005.

 

 

11.2.2

P151. DCSE2005/0920/F. Proposed telecommunications installation consisting of a 22.5m latice tower and ancillary equipment. Queens Tunnel, Swagwater Lane, Gorsley, HR9 7SL.  Appeal lodged 11/08/05.

 

 

11.2.3

D1626-Revells Farm Tower-Hutchinson 3G-application for base station and tower. Cllr Richard Smith read out a letter that he has sent to them expressing the councils objections to their proposed application.

 

 

11.2.4

P163. DCSE2005/2651/F.Hartleton Farm, Bromsash-Construction of 44 holiday apartments. Following a site visit, Councillors were now unanimously agreed that this application could not be supported. Copies of the many letters and a 100 plus signature petition delivered to Herefordshire were received, none of which were in support of the development. Cllr Jean Foley agreed to collate the Parish Council comments and record the relevant Planning Policies before e-mailing all Councillors for their agreement before sending to the Planning Officer Mr.S.Holder. Councillors’ Submissions, including Village Events

 

 

14.1

Cllr Ken Downham said that Linton Village Hall was having a Pasta & Panto evening on Saturday October 1st. This coming weekend (16/17 Sept) Linton Village Hall is the venue for the church fete, flower festival and painting exhibition.

 

 

14.2

Cllr Richard Smith said there were 2 forthcoming events at Gorsley Village Hall. Thursday September 15th the film “Ladies in Lavender” and on Saturday October 8th, The Penyard Singers.

Cllr Richard Smith said that there had been two serious attempts to steal 4 x 4’s in Gorsley last Thursday, September 8th.

Cllr John Foley said that Gorsley & Kilcot have a walk on Sunday September 18th.

Cllr Jean Foley read out a letter from Paul Keetch M.P.at the House of Commons, thanking the Council for the letter giving details of the Parish Plan.

Public Submissions

 

 

15.1

Parishioner Mr Hewett asked if the Lengthsman is paid to keep the Quarry Lane footpath clear. He was advised that he is not responsible for footpaths.

 

 

15.2

Parishioner Marlene Hartell outlined her objections to mobile masts and advised the Council of the work she and others are doing in voicing those objections both in the Parish and to the Inspector.
