Minutes of the Meeting Held on 12th September 2005

 

 

3.1

The Chairman signed the minutes with the following changes. Chief Inspector S.Thomas attended for items 1-7. The new Clerk Mrs Annette Steele also attended. Items 6.1 & 10.4-Action by Clerk. Item 7.1-Line 4, penultimate word “the”. Item 8.3-Amend to “on the Chapel Lane”. 11.2.2-Change Queens Tunnel to Queens Wood. 11.2.3-amend line 2 amend “has sent” to “that he had drafted, for the Clerk to send”.

Review of Financial Regulations

 

 

5.1

The Clerk is to e-mail all Cllrs with the amended financial regulations.

Budget 2006/7

 

 

6.1

Cllr Richard Smith proposed that under no circumstances should the precept be raised to supplement the Lengthsmans grant, this was seconded by Cllr Ken Downham. It was AGREED unanimously. The Budget was agreed with amendments. Cllr Richard Smith agreed to liaise with the Clerk re outturn figures. These will be circulated to all Cllrs.

Parish Plan Implementation

 

 

7.1

Parish Officer- Council agreed that it was too costly to be considered even if split over several Parishes. Proposed by Cllr John Wheble, seconded by Cllr Margaret Pearce. The Clerk was asked to write to Chief Inspector Thomas, expressing the Councils appreciation for her contribution and inviting PC Wendy Powell to attend future meetings, as and when possible.

Lengthsmans Project

 

 

8.1

The Clerk read out the Lengthsmans report, produced by the administrator. The drains at Shutton have been cleared, but the ditch that the drains empty into is blocked. The administrator is establishing ownership of the ditch.

Other than that the work has been routine, mainly routine surveys of all roads & litter/fly tipping clearance.

 

 

8.2

Cllr John Wheble asked if the Clerk could contact the administrator to get timesheets for the Lengthsman, showing the work that had been done.

Accounts, Treasurer’s Report and Authorisation of Payment of Accounts

Accounts to date were tabled and noted.

The Clerk will check who pays way leave and when it is due.

The Clerk was asked to contact Max Gough-Internal Auditor to introduce herself.

Proposed by Cllr John Wheble, seconded by Cllr Richard Smith and approved unanimously, IT WAS AGREED to pay the following invoices and the cheques were duly signed. Cllr Audrey Duke was taken home at this point by Cllr Richard Smith.

Restoration of Linton Fountain

 

 

10.1

The Clerk advised the Council that Ursell’s had been out to quote for restoring the fountain and that she would contact Michael Palin and Andrew Cornwall in order to get the restoration started. The Council had previously agreed to pay £50.00 per annum towards the electricity for the water supply. Cllr Richard Smith returned to the meeting.

Working Party Reports

 

 

11.1

FOOTPATHS

Cllr John Foley arranged a meeting of the Footpath committee on September 19th. There will be a Parish Walk from Linton to Gorsley on October 15th.  Another walk is being arranged for Boxing Day, December 26th.

 

 

11.1.1

Cllr John Foley met the Herefordshire Council footpaths officer on October 6th to discuss various items including footpath improvements.

 

 

11.1.2

Cllr John Foley was asked by parishioner Chris Bartlett if interested parties in Gorsley could be kept informed of footpath meetings. The Clerk agreed to e-mail him with details as and when appropriate.

PLANNING

 

 

11.2.1

P157. DCSE2005/2331F. Proposed two storey extension & conservatory. East Cliffe, Linton, Ross-on-Wye HR9 7RS. Permission refused on 09/09/2005

 

 

11.2.2

P159. DCSE2005/2316F. Conversion of redundant barn to form agricultural workers dwelling. Darnells Farm, Linton, Ross-on-Wye. HR9 7SQ. Permission refused on 07/09/2005.

 

 

11.2.3

P161. DCSE2005/2336/F. Proposed conversion of former cart shed to form letting unit. Hartleton Cottage, Bromsash, Ross-on-Wye. HR9 7SB. Permission granted on 08/09/2005.

 

 

11.2.4

P163. DCSE2005/2651/F.Hartleton Farm, Bromsash-Construction of 44 holiday apartments. Application has now been amended to 32 apartments. Council still considers this development should be refused for the reasons given in our previous comments.  Cllr.Jean Foley, with the permission of all Cllrs has e-mailed Mr Holder, Planning Dept. to this effect and for the avoidance of doubt has sent him a further copy of our previous comments. It is expected that the application will go before the Southern Area Planning Sub-Committee on October 26th.  Our wish to speak at this meeting will be registered by Cllr Jean Foley. 

 

 

11.2.5

P158. DCSE2005/2311/F. Proposed two storey extensions and alterations. Chapel Mill Cottage, Bromsash, Ross-on-Wye. HR9 7PL. Cllr Jean Foley attended the Planning Meeting at Hereford at which the decision was deferred until the Parish Council had been properly consulted with regard to the amendment to the application.  The amended plans together with the original plans had now been received and Cllrs were able to compare them.  It was agreed that the application was still a departure from Planning Policy and overdevelopment of the site.  It was agreed to send the comments, as per attachment to these minutes and that Cllr Foley should register the wish of the Parish Council to speak at the Southern Area Planning sub-committee on October 26th.

11.2.6

The owners of Cothars Farm have had an Enforcement Notice placed upon them, telling them to cease their unauthorised trading.  The notice came into effect on October 5th, they then had 56 days in which to comply with the order, if they do not Herefordshire Council will take them to court.  They can appeal against the Notice any time up until October 5th. If they appeal it will be put before the Planning Inspectorate and the Notice is then 'on hold' until the Inspector has made his decision.  Letter appended.

Cllr Jean Foley read out D1672. Council was asked for a response to the Christmas parking survey for Ross. Options were: free parking for Christmas week in all car-parks except the Maltings, or all-year round free parking at Wilton car-park. The Clerk was asked to return the form asking for the free Christmas week.

D1665-The Clerk was asked to write to the Gorsley & Kilcot Clerk, to arrange a suitable time for both councils to meet.

13.4

Cllr Jean Foley read out a letter from the Linton Village Hall Management Committee, thanking the Council for the work it had put into the Parish Plan.

 

 

13.5

Cllr Jean Foley has received an invitation to the installation of the Rev. Simon Mason at St. Mary’s Church, Newent, on 17th November at 7.30pm. As she is unable to attend, Cllr Richard Smith agreed to represent her. He will reply. (copy to the Clerk).

Councillors’ Submissions, including Village Events

 

 

14.1

Cllr John Wheble asked if there was any news on the Travellers site. Cllr Jean Foley said that there was no further news.

 

 

14.2

Cllr John Foley & Cllr Richard Smith both commented on the speed of tractors and other farm traffic in Bromsash. .

 

 

14.3

Cllr Richard Smith said that there are two forthcoming films at Gorsley Village Hall:

October 20th-7.00pm “The Aviator”

November 11th-7.30pm “Finding Neverland”

 

 

14.4

Cllr John Wheble said that cars are being parked unlit, at night at Blind Mans Gate. He asked if the Clerk could write to Andrew Lee-Jones of the Highways Department at CHDC asking if something could be done. There is no room for emergency services to get past the cars and down the lane.

Cllr John Foley restated the public concern over the proposed installation of wind turbines in Aston Ingham, and over the poorly managed public meeting.

Public Submissions

 

 

15.1

A letter from Dr Swallow was tabled regarding the state of the B4221. The letter has been sent to CHDC, Highways Maintenance Manager. Could the Clerk also write to the Highways Department asking them to reinstate essential road-markings and cats eyes, noting that this had been brought to the attention of the Council by a Parishioner.

A Parishioner asked if there was going to be a meeting at Aston Ingham Village Hall regarding wind turbines. Cllr Jean Foley said that she was not aware of any meetings.
