P.C.Jonathan Roberts contacted The Clerk to say that he would not be able to attend tonight’s meeting as he had only just received the letter sent after the last meeting. Budget 2006/7 & approval of Precept

 

 

5.1

Cllr Richard Smith said that the draft budget had been amended slightly. £50.00 for Allotments Gate & Water Supply had been taken out and The Clerks expenses have been reduced by £25.00. Cllr Richard Smith proposed that the Budget be accepted subject to the Lengthsmans grant being confirmed. IT WAS AGREED to set the precept for 2006/7 at £5,300. This was seconded by Cllr Keith Summers. The Clerk will so inform CHDC.

Parish Plan Implementation

 

 

6.1

Cllr.Jean Foley suggested that Hartleton Lakes should be included in the Village Design Statement which we attached to the Parish Plan. She would seek advice about a suitable description/policy.  Cllr. Rob Crawford would then ask Herefordshire Council to add it to our design statement 

 

 

6.2

Linton Quarry-Cllr John Foley said that English Nature carried out an investigation last week. Unfortunately he was unable to attend as he was given very little notice. They want to hold more informal discussions regarding the future ownership and management of the quarry. Council will take legal advice if and when required. Correspondence following the meeting is appended.

Lengthsmans Project

 

 

7.1

Brian Atherton confirmed that the Lengthsman is prepared to reduce his work by half for 2006/7 as a result of the grant being reduced. Brian doesn’t feel that this will be adequate. At the moment, twice-monthly patrols are picking up fly-tipping and coverage of signs and during the growing season he doesn’t think that doing this once a month will be sufficient. Brian confirmed that he is prepared to continue as Lengthsmans administrator until the end of the financial year, when it will be reviewed. Council decided they must meet before the start of the next financial year to discuss the work to be undertaken with the reduced grant for 2006/7. There is an amount held in reserve from this year’s grant for emergencies and designated tasks which will be used during the winter months and early spring. Discussions will be held with the Administrator to prioritise the tasks.

Cllr John Wheble said that two months ago he had asked if the Lengthsman could clear the ditch at Burrops Lane. As this had not been done, he has cleared it himself so that it can be taken off the Lengthsman’s list of work to be done.

Accounts, Treasurer’s Report and Authorisation of Payment of Accounts

 

 

8.1

Accounts to date were tabled and noted.

 

 

8.2

The Clerk confirmed that she had contacted Central Networks regarding the outstanding way leave cheque for 2004/5. Their records show the incorrect address and they have now been advised of The Clerk’s details. Parishioner Gwynne Rowley handed over this years way leave cheque for £54.61 which had been sent to his wife in error.

 

 

8.3

The Clerk confirmed that the Annual Audit is now complete and that the notices of conclusion will be displayed on the 3 Parish notice boards for 14 days. Cllr Jean Foley read out the Audit letter.

 

 

8.4

Footpaths Grant-to date Council has received a grant of £100 for 2005/6. The Clerk will check what was agreed for 2005/6.

9.1

FOOTPATHS

Cllr John Foley said that there had been a Parish Walk from Linton to Gorsley on October 15th. Unfortunately a lady injured herself clearing a stile. He would like to express his thanks to Graham & Linda at the Alma for providing refreshments, Brian Evans for showing them round his tree nursery and Walenty Pytel for the tour of his workshop. Another walk is being arranged for Boxing Day, December 26th.

P166. DCSE2005/3257/F. Erection of a PVCU Conservatory to the side of the property. Wrens Nest, Linton, Ross-on-Wye. HR9 7RX. Council Supports.

P168 DCSE2005/3443/F. Single storey extension to rear of property and a new conservatory. Berkswell, Gorsley, Ross-on-Wye. HR9 7SJ. Council supports providing it falls within planning policy for extensions SH23.

P169. DCSE2005/3456/F.Change of use of existing agricultural detached outbuilding to form office and storage room. Royal Cottage, Linton Road, Gorsley, Ross-on-Wye. Cllrs Richard Smith and John Wheble declared an interest and abstained from voting. Council supports.

P170. DCSE2005/3501/F. Single storey extension. Whitehouse Farm, Gorsley, Ross-on-Wye. Council Supports.

 

 

9.2.6

P167. DCSE2005/2652/F. Agricultural dwelling. The Fruit Yard, Linton. HR9 7SD. Withdrawn application. Cllr Jean Foley feels that this is a genuine application. The applicant has supplied various details including a reference from the vet Mr Plumley. He has had discussions with the planning officer Mrs Atkins to see what new information is required. He will put in a new application.

 

 

9.2.7

P162. DCSE2005/2475/F. Removal of Condition 2 from planning consent SE2004/4117/F dated 16/2/05. The Grange, Aston Crews, Ross-on-Wye, HR9 7LW. Cllr Jean Foley attended the Southern-Area planning meeting in Hereford at which this application was discussed. The Planning Committee voted against removal of the condition, although they said that the decision would probably be reviewed. Cllr Jean Foley will write about this and other matters regarding planning which are not considered satisfactory by the Parish Council.

Cothars Farm-The owners have appealed against the Enforcement Notice re unauthorised trading and it is now in abeyance. The owners will put in a planning application and have said that it is their son who is running the business.

D1703-Halc subscription for 2006/7 will increase by £41.42 (28.93%) to £184.61.

D1694-Parish Council mail-out-advise CHDC if any mail is unwanted.

D1697- Reply to letter re traffic arrangements at Blind Man’s Gate-Gorsley. CHDC are carrying out investigations. They will also check cats’ eyes. A Parishioner said that PC Wendy Powell had been out to see the parking problem and has spoken to offending people. She has also been to Gorsley School.

 

 

11.5

D1704-Letter from Mr Peter Farrington. He wrote to complain about not being consulted regarding the steps on public footpath 38. Cllr John Foley said that he had been twice to see Mr Farrington, but he was out on both occasions. He apologized for not contacting him before work started, but advised that the steps were not new, but refurbished. The Clerk was asked to write to Lisa Lloyd at CHDC drawing her attention to the Liability comments in the letter. The Clerk was also asked to write to Mr Farrington advising him that the letter had been read out and that we will contact CHDC.

D1680-Statement of Community Involvement questionnaire. The Clerk was asked to contact CHDC to request 750 copies of the questionnaire and leaflet to send out with the chimes. Cllrs were asked to get a copy from CHDC website and to submit them individually. www.herefordshire.gov.uk/ldf

Councillors’ Submissions, including Village Events

 

 

12.1

Cllr Richard Smith said that there are three forthcoming events at Gorsley Village Hall:

November 11th-7.30pm “Finding Neverland” (Film)

November 19th-7.30pm  Dick Bryce-an evening of wit and entertainment. 

December 3rd-7.30pm    A Grand Winter Quiz-£12 per team of 4, to include a ploughman’s supper. There will also be a licensed bar. Contact 01989 720223 before Nov 25th at the latest.

Cllr Richard Smith confirmed that he had accepted the invitation to the installation of the Rev. Simon Mason at St. Mary’s Church, Newent on 17th November at 7.30pm

 

 

12.3

Cllr Jean Foley said that she and Cllrs John Foley and Ken Downham had attended the CHDC planning meeting where Hartleton and Chapel Mill applications had been refused.  

 

 

12.4

Cllr Keith Summers said that he had had a meeting with Cllrs Rob Crawford and John Foley about the website. He will give more details at the next meeting.

Cllr John Wheble said that the phone box by the Alma in Linton was in a very poor state and needs painting. The Clerk was asked to contact BT.

Public Submissions

 

 

13.1

Parishioner Derek Hewitt of Pykes Meadow, Gorsley drew the Council’s attention to some dangerous trees at the quarry. In 2003, Cllr Ken Downham wrote a report saying that some should come down. Annual reviews were promised, but nothing was done. Cllr Ken Downham will contact the Tree Warden, Brian Evans and they will look at the trees. The Linton risk assessment recommended biannual inspections, but the last one was done in June 2003. The Clerk will look into what was agreed with regards to risk assessment.

13.2

Parishioner Max Gough said that he has received invoices from Herefordshire Business Rates section for Gorsley Youth Club. They are asking for £220 for this year and the same for last year. They have said that if they are a charity they can claim back 80% and the remaining 20% is at the discretion of CHDC Council. Council said it would like to be kept informed.

Parishioner Gwynne Rowley said that he wanted to express his appreciation for the hard work undertaken by Cllr Jean Foley, especially re planning. He also asked if the original planning application for Hartleton was still ongoing. The answer was yes.
